Heat Pump Water Heaters in NH: Rebates, Savings & What to Expect

Heat pump water heaters are the most efficient way to make hot water in a New Hampshire home, and right now they’re also the most heavily subsidized. Between NHSaves rebates and the federal tax credit, a homeowner in Merrimack or Bedford can knock a serious chunk off the install price. But they aren’t right for every house, and a specialist will tell you that up front instead of selling you one anyway.

Here’s how they work, what they really save, and how to know whether your basement is a good fit.

How a Hybrid Heat-Pump Water Heater Actually Works

A conventional electric water heater makes heat. It runs current through a resistance element, the element glows, and that heat transfers into the water. It’s simple and it works, but it’s expensive to run because you’re paying for every single BTU directly.

A heat pump water heater doesn’t make heat. It moves it. There’s a small compressor and a fan on top of the tank that pull warmth out of the surrounding air and pump it into the water, the same way your refrigerator moves heat out of the fridge and into your kitchen, just in reverse. Because it’s moving existing heat instead of generating it from scratch, it delivers roughly three units of heat for every one unit of electricity it consumes. That’s where the savings come from.

The units we install most often are the Rheem ProTerra and the AO Smith Voltex. Both are “hybrid” units, meaning they have the heat pump on top and backup resistance elements inside. On a normal day the heat pump does all the work quietly and cheaply. During a heavy-demand stretch, holiday guests, back-to-back showers, the electric elements kick in so you never run out. You get heat-pump efficiency most of the time and tank-heater recovery when you need it.

What You’ll Actually Save in New Hampshire

The efficiency number to know is UEF (Uniform Energy Factor). A standard electric tank runs around 0.90. A Rheem ProTerra or AO Smith Voltex runs in the 3.5 to 4.0 range in heat-pump mode. That’s not a small improvement; it’s a category change.

For a typical southern NH household coming off an old electric tank, we generally see hot-water energy costs drop by 60 to 70 percent. In real dollars that’s often $350 to $500 a year off the electric bill. Eversource and Unitil rates in New Hampshire are high enough that the payback math works better here than in a lot of the country.

Against gas it’s more nuanced. If you’re on natural gas already, a good condensing gas unit is cheap to run and the operating-cost gap narrows. But if you’re on propane, which a lot of homes in the outlying towns without a natural-gas main are, propane per-gallon pricing makes a heat pump water heater dramatically cheaper to operate. Propane customers are often the best candidates we see.

The Rebates and Tax Credit

This is where a heat pump water heater goes from “interesting” to “obvious,” and it’s the part homeowners get wrong most often because the paperwork is fussy.

NHSaves rebate. New Hampshire’s utility-funded efficiency program offers a rebate on qualifying heat pump water heaters, typically several hundred dollars, when the unit meets the program’s efficiency tier and the install is documented correctly. The exact amount and requirements shift year to year, so we confirm the current figure and the qualifying model list before we quote you. We handle the rebate paperwork as part of the job. Filed wrong, it gets denied; that’s the whole reason to have a specialist do it.

Federal 25C tax credit. The Energy Efficient Home Improvement Credit covers 30 percent of the cost of a qualifying heat pump water heater, including installation, up to a $2,000 annual cap that’s shared with other heat-pump equipment. This is a credit against your federal taxes, not an instant rebate, so you claim it when you file. Keep the invoice and the manufacturer’s certification statement; we provide both.

Stacked together, the NHSaves rebate plus the 25C credit can bring a heat pump water heater install down to, or even below, the cost of a premium standard electric replacement. That’s the part that changes the decision.

The Catch: They Need Air and Space

Here’s the honest limitation, and it’s the reason we won’t put one just anywhere.

A heat pump water heater works by extracting heat from the air around it. To do that, it needs a real volume of air to draw from, generally around 700 to 1,000 cubic feet of space, depending on the model. Put one in a generous unfinished basement and it’s happy. Put one in a small mechanical closet and it will chill that closet down, run out of usable heat, and fall back on its expensive resistance elements, which defeats the entire purpose.

So the rule of thumb:

  • A full southern-NH basement, finished or unfinished: excellent fit. This is the ideal home for these units and describes most of the houses we work in.
  • A large utility room with a door that stays open or is louvered: usually fine.
  • A small closet or a tight alcove: not a good fit unless we can duct it or provide louvered air transfer to a larger space. Sometimes we can engineer around it; sometimes the honest answer is a different unit.

A slightly cool basement is not a problem. A cramped, sealed space is.

Performance in an Unconditioned NH Basement in Winter

The question we get most: “It’s pulling heat out of the air, so what happens in a New Hampshire winter when the basement is cold?”

Two things. First, most southern-NH basements stay well above the point where these units struggle. An unconditioned basement here typically holds in the 50s year-round because of ground temperature and the heat radiating off your furnace and ductwork. That’s plenty of warmth for the heat pump to extract.

Second, that’s exactly what the hybrid design is for. On the coldest stretches, if the surrounding air gets too cold for the heat pump to keep up, the backup electric elements carry the load. You’re never left without hot water. You just get a few weeks a year where the unit leans a bit more on resistance heating, and the annual savings still land where we told you they would.

One real side effect worth naming: the heat pump gives off cool, slightly dehumidified air as a byproduct. In a damp southern-NH basement that’s genuinely a bonus, it takes the edge off summer humidity. In a finished basement rec room you’ll notice a mild cooling effect nearby, which most people like in July and nobody notices in January.

Noise: What to Expect

A heat pump water heater has a compressor and a fan, so it is not silent the way a standard tank is. Expect roughly the sound level of a quiet dishwasher or a window AC unit running. In an unfinished basement, nobody upstairs hears it. If the tank sits directly below a bedroom or against a finished living space, we take that into account when we place it and, when it matters, we can add isolation to cut vibration transfer. It’s worth mentioning before install day, not discovering after.

Who Should Get One, and Who Shouldn’t

We don’t sell a heat pump water heater to every house. Here’s the straight version.

Get one if:

  • You’re replacing an electric or propane water heater. The savings are largest here.
  • You have a basement or large utility space with room to breathe.
  • You plan to stay in the home long enough to bank the savings, which, with the rebates, is a shorter horizon than most people expect.
  • You want to take the NHSaves rebate and 25C credit while they’re on the table.

Skip it if:

  • Your only install location is a small sealed closet with no way to bring in air. Forcing it there is how people end up disappointed.
  • You’re on cheap natural gas and just want the lowest install price today; a condensing gas unit may serve you better.
  • Your hot-water demand is very high and space is tight, in which case we’d talk about tankless instead.

The Bottom Line for Southern NH
